REPORTS TO: Vice President, Federal Affairs

LOCATION: Washington, D.C.

COMPANY PROFILE

As part of the Federal Affairs team, the Senior Manager of Legislative Affairs will lobby Congress and represent ACHP with other stakeholders to advance ACHP’s policy and advocacy agenda. This person will spend most of their time developing relationships in -person, whenever possible, with assigned congressional offices.   The ideal candidate has advocacy experience and can capture and disseminate the unique contributions of our nonprofit, community health plans members. The Senior Manager coordinates with ACHP’s senior management and member plan government relations leaders to implement advocacy strategies on key priorities. 

The Senior Manager, Legislative Affairs is entrepreneurial, collaborative, and eager to learn, with strong political and strategic judgment. This person must be able to work independently, under the supervision of the VP, Federal Affairs, to manage assigned offices, issues and responsibilities to drive ACHP’s mission to promote not-for-profit, provider-aligned companies.

CORE DUTIES AND RESPONSIBILITIES

Congressional Lobbying and Advocacy Strategy

  • Builds and maintains relationships with ACHP member companies to achieve measurable advocacy outcomes, including regulatory relief and legislative action
  • Executes lobbying strategies to advance the ACHP advocacy agenda at the federal level
  • Proactively tracks, monitors and reports on relevant congressional activity and recommends courses of action to the federal affairs team
  • Collaborates internally and externally across teams and workstreams, and performs necessary administrative tasks as needed (e.g., monitoring and tracking legislation, member engagement, etc.).

Networking and External Affairs

  • Attends and summarizes hearings, meetings, and various events in Washington to inform ACHP strategies
  • Builds and maintains ACHP’s relationships with key policymakers and health care stakeholders in D.C. as assigned
  • Provides creative thinking and offer tactics to elevate ACHP member visibility and presence

Communication and Presentation skills

  • Presents to key internal and specified external audiences on developments in Washington and on ACHP’s advocacy work
  • Collaborates with ACHP subject matter experts to synthesize complex policy documents into shorter, easy to understand materials (e.g., talking points, one-pagers, legislation summaries, etc.) for diverse audiences via multiple channels
  • Plays a key role in planning and executing ACHP’s in-person member meetings, such as fly-ins and annual Symposium
  • Contributes to ACHP’s public affairs messaging and social media
  • Other duties as assigned

PROFESSIONAL EXPERIENCE, EDUCATION AND OTHER QUALIFICATIONS

  • Bachelor’s degree required; advanced degree preferred
  • 4+ years of experience working on healthcare issues or relevant subject matter on Capitol Hill or in the private sector
  • Established bipartisan relationships with assigned congressional offices and other external stakeholders
  • Experience representing clients or members on Capitol Hill
  • Understanding of government health programs such as Medicare, Medicaid and the Marketplace and other health-related issues
  • Critical thinking, high attention to detail, ability to manage priorities with multiple time-sensitive projects simultaneously
  • Exceptional oral and written communication skills; ability to synthesize and present complex information for various audiences
  • Strong capabilities with tools such as PowerPoint, Excel, Twitter and LinkedIn
  • Ability to register as a Federal lobbyist

WORKING CONDITIONS/PHYSICAL DEMANDS

  • Work is in an office environment, with consideration of remote options
  • Some travel required
