POSITION SUMMARY
The Senior Manager / Associate Director, Policy, is a valued member of the ACHP Federal Affairs team, focused on public policies affecting Medicaid, Dually Eligible populations, the Affordable Care Act and other policy areas as needed. This individual has deep knowledge of federal policy affecting the health insurance industry, including regional health plans and other stakeholders. The Senior Manager / Associate Director, Policy partners with senior management, other federal affairs team members, member plan government relations leaders and subject matter experts to develop and implement a robust policy agenda. The Senior Manager / Associate Director, Policy also successfully collaborates with colleagues to execute strategic objectives. Successful candidates are self-starters, flexible, collaborative and have a vision for driving ACHP’s mission to promote not-for-profit, high-quality, payer-provider organizations. CORE DUTIES AND RESPONSIBILITIES
Policy Tracking and Analysis
- Serve as subject matter expert and lead the development of policy initiatives and execution of policy analysis for Medicaid, Duals and Affordable Care Act
- Lead member company workgroups developing policy recommendations/responses
- Monitor, anticipate and analyze relevant policy developments impacting member companies and develop strategic engagement plans
- Collaborate with colleagues in Market Competitiveness and Clinical Innovation departments to produce policy insights that differentiate ACHP member companies
Relationship Building
- Nurture strong relationships with ACHP member organizations to advance a policy and advocacy agenda via regulatory and legislative action
- Build and maintain relationships with key policymakers and health care stakeholders in D.C., including the Administration, think tanks and associations, state Medicaid directors and others
- Support the President & CEO and SVP, Federal Affairs, as needed, and serve as a trusted and dependable colleague to ACHP team members
Written and Verbal Communication Skills
- Ability to synthesize complex policy issues and documents into shorter, easy-to-understand materials for diverse audiences via multiple channels
- Lead presentations to key internal and external audiences
- Draft comment letters, issue briefs, talking points and legislative/regulatory language
- Other duties as assigned
PROFESSIONAL EXPERIENCE, EDUCATION AND OTHER QUALIFICATIONS
Required – Senior Manager-level
- Bachelor’s degree required
- 5+ years of experience in public policy, health advocacy or health sector
- Established bipartisan relationships in federal agencies, Capitol Hill and D.C. policy community
- Experience successfully navigating the Washington political and policy environment
- Strong capabilities with tools such as PowerPoint, X and LinkedIn
Required – Associate Director-level
- Advanced degree in health, government or law a plus
- 7+ years of experience in public policy, health advocacy or health sector
- Experience working on the Hill or Administration
WORKING CONDITIONS
- Work is in an office environment
- Hybrid office position/must be located in the DMV area
- Some travel required
SALARY AND BENEFITS
- This is a salaried position in the range of $80,000 to $140,000. Salary is commensurate with experience.
