Congress can deliver on its promise with a federal reinsurance program

In an op-ed for Modern Healthcare, ACHP’s Ceci Connolly called on lawmakers to implement a national reinsurance program for the individual market, arguing such a program would go a long way to curb rising health care costs for millions of consumers. She calls reinsurance a “realistic, concrete place to start that has the benefit of broad bipartisan support in both houses of Congress.” Connolly notes that state-based reinsurance programs in Oregon and Minnesota have helped lower premiums for consumers on the exchanges and argues a federal program would provide much-needed stability to the ACA exchanges.
