ACHP Statement on Passage of Critical Health Care Legislation

Washington, D.C. (February 3, 2026) – The Alliance of Community Health Plans (ACHP) issued the following statement in response to Congress’s bipartisan passage of legislation to strengthen pharmacy benefit manager transparency and extend key telehealth and hospital-at-home flexibilities:

ACHP applauds Congress for working in a bipartisan manner to advance meaningful reforms for patients, demonstrating that a thoughtful, collaborative process can deliver strong results. We celebrate today’s passage of legislation to impose new reporting and transparency requirements on PBMs and extend virtual care flexibilities and thank President Trump for quickly signing it into law.

While long overdue, the legislation is a big step toward curbing drug prices and making Americans’ medications more affordable. By extending telehealth flexibilities and hospital-at-home waivers, Congress will help clinicians improve health outcomes by embracing affordable technology that meets consumers where they are.

“This legislation appropriately targets drug middlemen and the perverse incentives to jack up drug prices. This is welcome progress toward expanding affordable care across the country,” said ACHP President and CEO Ceci Connolly. “Though much remains to be done to drive down sky-high drug prices, we are grateful to Congress for passing today’s funding bill with important health care reforms and look forward to additional progress to make health care better.”
