ACHP Urges CMS to Refine Medicare Advantage TBC Methodology for CY 2027

The Alliance of Community Health Plans (ACHP) sent a letter to CMS Administrator Dr. Mehmet Oz urging targeted refinements to the Medicare Advantage Total Beneficiary Cost (TBC) methodology for CY 2027. ACHP calls on CMS to exclude preventive dental services, routine vision exams and hearing exams from the TBC calculation, which currently restricts plans’ ability to offer comprehensive, high-value supplemental benefits and creates operational challenges for regional, provider-aligned nonprofit MA plans. Modernizing the methodology would strengthen plan flexibility, preserve competition and sustain affordable, community-based Medicare Advantage coverage in local markets.
