The Alliance of Community Health Plans (ACHP) submitted a statement for the record to the House Energy and Commerce Subcommittee on Health for its hearing, “Lowering Health Care Costs for All Americans: Examining Policies to Increase Health Care Transparency,” urging Congress to advance transparency reforms that give consumers clear, actionable cost information. ACHP calls on lawmakers to align any new requirements with existing Transparency in Coverage, No Surprises Act and CMS rules rather than impose duplicative plan-facing reporting, to focus transparency on consumer-facing tools that support real decision-making and to limit excessive Medicare Advantage broker compensation that distorts competition and disadvantages high-value, local nonprofit plans. Targeting transparency where it matters most would improve affordability, protect consumers and strengthen fair competition while sparing community-based health plans administrative burdens that divert resources from patient care.
