ACHP Submits Comments on 2024 Medicare Advantage Notice

Washington, D.C. (March 6, 2023) – The Alliance of Community Health Plans (ACHP) released the following statement about its comments to the Centers for Medicare and Medicaid Services (CMS) about the 2024 Medicare Advantage Advance Notice:

“Medicare Advantage continues to be the choice of seniors, with more than 30 million Americans enrolled and thousands more joining each day. ACHP member companies lead the industry in delivering high-quality coverage and care to seniors across the nation and continue to call on CMS to raise the bar on star ratings and quality. In response to the 2024 Medicare Advantage Advance Notice, ACHP offered strong support for proposed policies that improve access and competition, while maintaining a focus on delivering results for consumers.  

Specifically, ACHP firmly endorsed establishing a Universal Foundation of Measures as an important step towards raising the bar on quality, differentiating health plan options available to consumers. ACHP advocated that CMS give particular attention to patient experience and outcomes measures, which are more meaningful to consumers, rather than topped-out process measures. Additionally, ACHP supported the proposed risk-adjustment model update to level the playing field. Further information and transparency on the new model, along with time to operationalize the significant changes, are required for successful implementation. ACHP is committed to partnering with CMS outside of the Advance Notice process on a larger effort to improve quality metrics, reduce risk-adjustment burden and target aggressive documentation practices and bad actors.
