Washington, D.C. (January 14, 2025) – ACHP President and CEO Ceci Connolly released the following statement in response to the Centers for Medicare & Medicaid Services’ proposed rule for CY2026 Medicare Advantage and Part D Rate Notice:
“ACHP is deeply committed to a strong and sustainable Medicare Advantage program – it’s exactly why we launched MA for Tomorrow to provide practical, commonsense recommendations to elevate this popular program from good to great. We look forward to collaborating with the Trump Administration to advance a program that promotes affordability, fosters competition and consumer choice and levels the playing field. We strongly support the new MA risk adjustment model and continue to advocate for a rate update that accurately reflects the acuity of enrollees, the services provided and associated costs for MA plans. We are pleased that CMS is anticipating a new risk-adjustment model calibrated on MA encounter data, also reflected in MA for Tomorrow. ACHP sees an immediate opportunity for the Trump Administration to make a real impact on the program in the pending MA and Part D proposed rule by striking the provision expanding coverage of GLP-1s to Medicare and Medicaid until further long-term studies and financial analysis are complete. The incoming Administration should also eliminate the inequitable Health Equity Index in favor of reinstituting the Reward Factor that recognizes long-standing, high-quality MA plans.”
