ACHP continues to recommend that CMS modify the benchmark cap calculation to exclude the quality bonus payment and to only include Part A and B Medicare eligible beneficiaries in their calculation of county benchmarks and growth rates. ACHP also included recommendations in light of the COVID-19 pandemic.
