ACHP sent a letter requesting that the Centers for Medicare & Medicaid Services (CMS) revisit recommendations to improve the Affordable Care Act (ACA) risk adjustment program included in a 2021 Technical Paper. Specifically, ACHP requests that CMS implement a two-stage weighted model as proposed in the Technical Paper to more accurately predict plan liability for the subpopulation of lowest-risk enrollees.
