An Expanding Voice for Nonprofit, Local Health Plans

Washington, D.C. (August 13, 2026) – Local, nonprofit health plans’ unique perspectives are essential in today’s debate about affordability and access to high-quality coverage. The Alliance of Community Health Plans (ACHP) represents the leading nonprofit plans nationwide and today announces three additions – for a total of six new members in 2026 – to its growing roster of members, underscoring the importance of a unified voice representing these regional organizations.

MultiCare Health Plan, Mountain Health CO-OP and Peak Health join ACHP’s robust membership, deepening its footprint in the Northwest and expanding into West Virginia. Based in Olympia, WA, MultiCare Health Plan is affiliated with MultiCare Health System, which serves individuals and families across the Pacific Northwest, specifically in Washington, Idaho and Oregon. Mountain Health CO-OP, headquartered in Helena, MT, offers commercial coverage to 47,000 individuals across Montana and Idaho. Peak Health, located in Morgantown, WV, offers coverage to 80,000 West Virginians across Medicare Advantage and Commercial ASO lines of business.

“It’s no secret the playing field tilts toward large, publicly traded insurers,” said Ceci Connolly, ACHP President and CEO. “That’s why the growth at ACHP is so important to preserving local, nonprofit coverage and care options for all Americans.”

“Partnering with ACHP is a natural step for MultiCare Health Plan as we prepare to enter the market,” said Karen Decaran-Voigt, MultiCare Health Plan President. “As a nonprofit, provider-sponsored health plan, we share ACHP’s commitment to community-focused coverage and believe deeply in the opportunity to better connect health care and health coverage. We look forward to working alongside ACHP members to learn, collaborate and advocate for the people and communities we serve.”

“The commercial marketplace faces hurdles unlike other lines of business in the payer space,” remarked Blair Fjeseth, Mountain Health CO-OP President and CEO. “But we have seen ACHP’s willingness to think strategically and identify solutions that don’t adhere to the status quo, all with a clear-eyed focus on helping families obtain and maintain high-quality coverage. We are excited to be part of this innovative group of leaders.”

“All Mountaineers deserve high-quality Medicare Advantage coverage,” said Ben Gerber, Peak Health CEO. “ACHP has shown its willingness to dig deep into the policies that drive MA, identifying opportunities to improve access, drive greater outcomes and build a stronger foundation for its future. Peak Health is glad to be at the table with ACHP in this ongoing conversation with policymakers in Washington.”
