Washington, D.C. (June 18, 2025) – The millions of Americans who rely on Medicaid and the Marketplace for their care deserve a robust, navigable system—not an avalanche of bureaucratic red tape. The Senate Finance Committee’s changes to the budget reconciliation bill do little to address the core flaws in the House-passed version—and, in several cases, make things worse. States will face impossible choices as they stretch limited resources to cover growing needs, while consumers navigate a convoluted new process just to keep their coverage. The marginal improvements to the House-passed Marketplace income and enrollment verification provisions are a step in the right direction, but patients are still at risk of getting caught in unnecessary administrative hurdles.
We are disappointed the Senate removed key provisions supporting pharmacy benefit manager transparency. These provisions have strong bipartisan support and address the sky-high cost of drugs while generating significant federal savings. In a bill that purports to save money and protect consumers, this removal does the opposite.
This bill undermines the stability of Medicaid and the Marketplace and increases the risk of coverage losses and care disruptions. Without meaningful improvements, this legislation fails the very people we should protect. We call on the Senate to reject these harmful provisions and protect these lifesaving programs.
