Washington, D.C. (March 31, 2023) – The Alliance of Community Health Plans (ACHP) released the following statement in response to the Centers for Medicare and Medicaid Services’ (CMS) announcement of the 2024 Medicare Advantage Rate Notice:
Medicare Advantage (MA) is the choice of America’s seniors. With over 31 million enrollees and growing, MA provides quality coverage and care for a growing population of Americans. ACHP member companies’ MA plans outperform the industry in 75% of Star ratings and will continue to put quality and consumers first.
ACHP commends CMS’ continued support for an MA program that fosters competition, choice and high-quality care for seniors. We support the risk-adjustment model changes to focus on delivering results for consumers and address underlying incentives to aggressively document. CMS has taken a significant step towards the goal of aligning incentives for documenting diagnosis codes with those clinical conditions most predictive of future health care spending. ACHP remains committed to a MA risk-adjustment system that accurately and appropriately accounts for the acuity of each beneficiary and appreciate the final Rate Notice providing a three-year phase in for the complex operations of the new risk-adjustment model.
ACHP’s top priority remains an MA program that fosters fair competition and choice for seniors, raises the bar on quality performance and promotes equity to serve the most vulnerable seniors. We will monitor the impacts of the final policies in the Rate Notice and work with CMS to mitigate any impacts on consumers, especially vulnerable dual eligible seniors.
ACHP continues to call on CMS to provide transparency on MA data. For years, ACHP has requested CMS share back-up justification for its risk score trend and assumptions utilized in development of new risk-adjustment models. This information is critical to showcase the significant differences between MA plans to target aggressive behavior. Baby Boomers have clearly shown Medicare Advantage to be their preferred way to receive high-quality, affordable health care. ACHP is focused on ensuring MA remains a vital program for the next generation and all those that follow.
